Unlike prestressed anchors taking their reaction outside the zone to be stabilised (or outside the zone of active earth pressure when tying back a retaining wall), passive (unprestressed) anchors (soil nailing) are cemented in the stabilised mass over their whole length.
Soil nailing are mostly used in slope stabilisation.
